I still see the similar problem while cloning some fossil repos.

For example, cloning https://www.fossil-scm.org/ and
https://www.sqlite.org/cgi/src both shows 10.0.1.187. Cloning
https://www.gaia-gis.it/fossil/libspatialite shows 2.0.1.187.
