I suggest you go to http://mail.gnome.org/mailman/listinfo/gtk-devel-listfor technical questions on GTK+.
In general though GTK+ doesn't use a browser rendering engine if you're referring to something like webkit. GTK+ is a widget toolkit and has it's own way of rendering widgets.
