The file is in fact CP 866. This (non) issue is small enough to skip the bug
tracker.
I'm not sure that it's worth changing, the errorr.msg file was not independently edited, but is a
transcoded copy of errorru.msg. Any manual change to it will be very likely overwritten on the next
update.
