I think the key question is whether they're going to resuse it in the
future, even if they don't now.

If they're not planning on changes though, I agree with you; it'd be
more overhead with no payback.

Does Structured FM/DITA offer any benefit to such a group? I know
it's a lot more overhead getting it set up and with just one output
and no multipurposing, I don't see the usefulness.
