In defense of FrameMaker; it doesn't assume the mere text of a URL should be active; it makes that your prerogative. In that sense, it's much more like an HTML editing environment than a word processor. There are many cases in which one would very much NOT want a URL to be auto-hyperlinked (e.g., a code snippet intended to be copied).
