Hi,

David is correct.
In the Document Propertes (CTRL+D) in the Initial View tab in Page Layout
there is the option Two-Up (Cover Page).

I think that you can set default document view in Document Properties.
Probably requires Pro.

   That's a setting in Acrobat which the user has to set. Nothing which
   you as the author can control.
   The user has to activate Two Page View in the View menu in Page
   Display.
