I had a similar experience, and you're right, mentioning Walnut Creek
seemed to work.

Unfortunately, you have to call the local hotel to get reservations, and
not the toll-free national hotline. The hotel in Berkeley doesn't have a
toll free number, so after sitting on hold with the Berkeley Radission for
15 minutes, burning long distance money, I decided to call the national
reservations hotline. They told me I had to call the reservations desk at
the Berkeley Radission.

Another thing I found out is that the reservations desk there is only open
Monday through Friday (not sure about the hours). If you call on a
weekend, the front desk people can't make the reservation because it's for
a conference.

Anyway, I was finally able to make the reservation, by calling on a Monday
morning... (didn't have to sit on hold too long, thankfully)
