Sendmail hanging on startup usually indicates a DNS problem --- sendmail puts a lot of effort into looking up the local host and the addresses of it's interfaces in the DNS in order to work out what it's FQDN should be and so forth. If there's a problem doing that, it will hang for what seems like a very long time indeed waiting for answers from the DNS. Actually it's only about 30s per query per nameserver listed in /etc/resolv.conf. Check /var/log/maillog --- there will be sufficient error messages logged in there to enable you to diagnose what exactly is broken and presumably how to fix it. Or let us see relevant portions of the log files if you need more help.
