list scan and list ap(s) produce exactly the same output, I guess that they are

Okay, looking at the code I see it.
getcaps has this:
        if (capinfo & IEEE80211_CAPINFO_PRIVACY)
                *cp++ = 'P';

getflags however has this:
        if (flags & IEEE80211_NODE_PWR_MGT)
                *cp++ = 'P';

getcaps is what list scan / aps uses.
getflags is used by list sta (stations), which I guess is what you actually 
meant.
