C'mon, a kernel developer should know how to use Google. "freedos
metados" brings up a mention from back in 2014 on the mailing list.
And the second link is to the download location on iBiblio. (But I
don't really count pre-2015 versions.) The fifth link shows an
announcement on BTTR circa 2015, which you frequent, but nobody
responded. IIRC, Eric Auer forwarded that annoucement to the mailing
list here (although I wanted more testers first). But all that did was
irritate Michael Brutman, who hasn't been seen around here since. (No,
I don't blame myself, I guess he just has other things to do.)

We used to have other unofficial distributions, but they were old and
unmaintained. Thus, sometime in 2014, Jim decided to hide them (but
privately accept requests, for a limited time). While I sympathize
with his decision, it also left us somewhat orphaned. So I tried to
make something simple for us. (Even though it's not really meant to be
"only" floppy-based, it is still a floppy image for simplicity.) And
every few months or so since then, I've updated it, hoping that it
somehow fills a void or fulfills a need. Again, I don't mention it
much because it's (intentionally) minimal, and few people seem to
care. (It has tips on making .VHD inside.) But it's there if someone
needs it, presumably better than nothing. In case you haven't noticed,
it's somewhat tedious and difficult to maintain such things, hence why
few bothered in the past.

I even mentioned it recently (Jan. 22) to one dude on freedos-user
trying to dual-boot Win98 and XP. He mentioned having MS-DOS floppy
images, and I figured he might be interested in one more
(FreeDOS-based). I don't seriously expect him to waste time on testing
it, BUT obviously it's still useful for "something" (and can be
redistributed).
