Take a look at the radius client support in rlm_sql.c and use that as a starting point. Make client reading configurable obviously. Or you can wait for a while. It's on my TODO list and it should be added by the end of the year.

Adding ldap based radius clients in rlm_ldap would be nice. It will be added at some point.
