Conference invitation Conference in Goeteborg/Gothenburg, Sweden 25-26 MAY 1998 UNEMPLOYMENT -HOW CAN IT BECOME AN OPPORTUNITY? You are invited to listen to lecturers present their ideas on the opportunities of unemployment. At the conference, lecturers from different backgrounds and fields of interest will present their views on how unemployment can become a positive resource. Listen to the lectures and attend our methodology seminars. The conference is one part of the development work underway within the framework of the CLEA Project run by Goeteborg University and AiV - A Network for Research and Work Development in the West of Sweden. The point of departure for the conference is the permanent high rate of unemployment which has set its mark on all European countries over an extended period of time. The job shortage has turned into a social problem which, in the long run, can have an insurmountable impact on social and democratic processes. We have an acute need for alternative and new ideas on how we can face the future and turn the trend in the right direction. Lecturers will be addressing these issues at the conference. All lectures will be simultaneously interpreted into and from English. How can we utilise the situation that has arisen and turn the trend into a positive and constructive direction? A number of innovative ideas and thoughts pertaining to issues of community development and social economy will be presented and discussed at the methodology seminars. The conference will be opened by Chairman Bengt Westerberg, former Swedish Minister of Social Affairs. Introduction by Rolf Nord, Director, County Employment Board of the county of Vaestra Goetalands Laen. 10:30 A.M. - 12:00 P.M. Sven Bartilsson and Gunnar Gillberg Sven Bartilsson works as a co-operative consultant at Kooperativ Konsult in Goeteborg. He is the project leader of the CLEA Project. Gunnar Gillberg has a degree in social work and public administration and is an assistant researcher at the Centre for Inter-disciplinary Studies at Goeteborg University. Stefan Edman has written a number of books on the subject environment and community. (Methodology seminar B1, Bjoern Johansson, runs parallel.) 2:30 - 4:00 P.M. Kristoffer Konarski Assistant Professor at the Caroline Institute, Department of Psychosomatics. He has dedicated a great deal of his research to issues of work and health. He has, among many things, written the book "Jordmaan foer ett gott liv" (Soil for a Good Life) which has attracted a lot of attention. Marion Byrne A member of the staff of ADM (Area Development Management), an independent intermediary body established by the Irish Government and the EU to support local economic and social development in Ireland. Marjorie Jouen Member of the Forward Studies Unit of the European Commission. She has, among other things, been involved in the follow-up of the EU white paper "Growth, Competitiveness and Employment" especially on the topics of local development and new sources of jobs. (Methodology seminar A2, Ove Jobring, runs parallel.) 11:00 A.M. - 12:30 P.M. Magnus Henrekson Assistant Professor at the Research Institute of Industrial Economics (IUI). He has written a number of books and articles, including The Swedish Growth Problem, Entrepreneurial and Business Conditions: Rules of the Game for Employment and Growth . He is a member of the 1998 SNS Policy Group which recently presented its study The Swedish Growth Problem (available in Swedish only). Through her articles and lectures, she has become known as one of the foremost researchers in the field of Future Studies in Sweden. He has, for many years, in papers and articles, followed and participated in the debate on European unemployment. (Methodology seminar D2, Elisabet Mattson, runs parallel.) 4:00 - 4:30 P.M. Bengt Westerberg will summarise and conclude the conference. METHODOLOGY SEMINARS Methodology seminar A1 and D2. Co-operatives which Create Jobs. Elisabet Mattson Involved in Kooperativ Konsult and in national and European co-operation social economy organisations. The seminar will deal with co-operative organisations and other forms of social economy as tools for community development. The conditions and strategies required for the development of such activities will also be dealt with. Methodology seminar B1 and C2. Local Economic Analyses. Bjoern Johansson Involved in the OErebro Co-operative Development Centre Development(OErebro Kooperativa Utvecklingscentrum). A number of useful tools for analysing the local economy will be presented during the seminar. These tools are indispensable aids in all community development work. Methodology seminar C1 and B2. Social Auditing. Tor Justad Active in Scotland. He has 20 years of experience in community development and social economy sectors. During the seminar, he will describe the methodology, process and practical experience of social auditing as a tool for all organisations and companies to measure their effectiveness, and to provide additional planning and promotional tools. Methodology seminar D1 and A2. To Develop a Development Worker through Problem-based Learning. Ove Jobring Ph.D. in Economics and works at the School of Economics and Commercial Law at Goeteborg University and is involved in the CLEA Project. During the seminar, the pedagogic model called Problem-based Learning (PBL) will be presented. PBL is a pedagogic instrument with the primary goal of teaching participants how to learn. With the aid of the PBL model, the participant learns how to meet actual problems and to search independently for relevant knowledge. With the aim of augmenting social economic opportunities for integrating disadvantaged groups into working life and the community, the project works with developing and implementing qualified higher education for persons involved in community work development. The project also aims to gather experience of community work development and social economic enterprises and to disseminate knowledge and initiate discussions on social and economic development through lectures, reference groups, seminars and electronic publication. The project co-operates with a number of international partners, FVECTA in Spain and University College Cork in Ireland. Social economy can be described as democratically steered, economic activities which neither occur within the public sector nor have financial profit as their main objective. Some examples of such activities can be co-operative enterprises, associations with economic activities and foundations which work for the public good. The central principle is that the activity benefits its members, is of a democratic nature and that loyalty and human values are placed ahead of financial profit.
