It was a bug in the task bar.  I have fixed it now.  For a
temporary workaround, remove the WindowListSkip style and then
immediately set it again (I did not try whis, but it should work).

  Style FvwmButtons WindowListHit
  Style FvwmButtons WindowListSkip
