I'm curious about the naming convention too, is this meant to be a
release candidate (i.e. still in a cooling off period)?

For Debian packaging, the file is renamed anyway, the tools expect
ganglia-web_3.5.1.orig.tar.gz - but it is really important that the
internal structure of the file is the same, and because Debian tracks
the upstream releases in git, it would be a real nightmare if another
3.5.1 tarball came out, so if there is further change, it should be
released as 3.5.2  (and not 3.5.1-2)
