The web page:

http://gcc.gnu.org/onlinedocs/libiberty/

Indicates that libiberty is LGPL.  The directory for libiberty also contain
only a COPYING.LIB, again indicating it should be LGPL to me.

However, at least make-relative-prefix.c indicates that it is "part of
libiberty", but is GPL, not LGPL.

Is the license incorrect in make-relative-prefix.c, or is libiberty a mixture
of multiple license types?
