    Add constant identifiers to the value namespace
    
    Constants could not be resolved without their identifier in the right
    scope.
    
    gcc/rust/ChangeLog:
    
            * resolve/rust-toplevel-name-resolver-2.0.cc (TopLevel::visit): Add
            constant identifiers to the resolver.
