since it's some kind of SQL command, to me it meant exactly the whole

Yes, it should.
But I understand that this is not an error, and that command expects
that type of OR search, unless you put everything in double quotes. Am
I right?
I'd assume this is a server-specific behavior/bug. But maybe this is a
documented behavior of CSW, which would be odd to me (since the OR
behaviour can be cleanly modeled with OGC filters). But I'm not a
specialist of CSW, so I let you read the spec :-)
