Hi everyone, The Whirr podling joined the incubator in May 2010. Since then it has made 5 releases following Apache guidelines, added 4 new committers, and added 3 new PPMC members. The community is healthy and growing, and we've shown an ability to self-govern using accepted Apache practices.

Establish the Apache Whirr Project WHEREAS, the Board of Directors deems it to be in the best interests of the Foundation and consistent with the Foundation's purpose to establish a Project Management Committee charged with the creation and maintenance of open-source software related to running services on cloud infrastructure for distribution at no charge to the public.
