last time i tried this, i recalled setting up:
$PORTAGE_CONFIGROOT/
|-- etc
| |-- make.profile -> ../usr/portage/profiles/<whatever profile>
| |-- make.globals (copied from /etc/make.globals)
| `-- make.conf (hand created for target)
`-- usr
`-- portage -> /usr/portage
and then things were working
