Check your ACPI and/or APM configuration.  The thing that is bugging me here is that you can get out of it, which makes me think that ACPI is signaling the power supply to switch off, but it doesn't.  Try "reboot" to see if that works.  I had a problem where my machine wouldn't power off, but it would reboot, and it was just a kernel configuration problem.
