According to http://bugs.gentoo.org/show_bug.cgi?id=158188#c25 "Closing as wont be fixed since we dont add qt3 apps any more" According to the pdfedit website, porting to Qt4 is ongoing but not completed yet. So I guess you need to use the ebuilds from the bug report, or wait for a Qt4 version of pdfedit to be released.
