Rather easy to see: http://en.gentoo-wiki.com/wiki/Improve_responsiveness_with_cgroups brings the script /usr/local/sbin/cgroup_start which is started by openrc, but not by systemd. In there the perms would be set up for my user ... So the solution will be to teach systemd to start that script as well.
