Absolutely not. The fglrx driver will not run if the kernel DRM is enabled, and in fact these days, it won't even install (the install script checks for this, as well as two other kernel settings, explicitly, before building the DRI module). The DRM that people are referring to is presumably the DRM built by the fglrx driver install, which replaces the kernel module, and is completely incompatible with the kernel module (which is why the kernel module has to be disabled in order to run the fglrx driver).
