mod_security seems to me to be the most mature, but might not be easy to configure. But honestly, none of them can protect you from DOS, if malicious traffic saturates your network connection... In some cases it is even easier to DOS a web-site with those modules activated (when as a result of incomming traffic all cpu-cycles are used for filtering, instead of serving web pages to valid clients)...
