I don't know for sure but looking in arch/x86/cpu/{powerflags,proc}.c it
looks like your kernel doesn't have a text description for power flag
bits 9 and 10.

In Linux 3.11.1 they are:

[9] - "cpb",  /* core performance boost */
[10] - "eff_freq_ro", /* Readonly aperf/mperf */
