You don't need to be a member of the portage group to do that.

[fred@shooty ~ 0]% groups
users
[fred@shooty ~ 0]% emerge -p bash

These are the packages that would be merged, in order:

Calculating dependencies... done!
[binary   R    ] app-shells/bash-4.3_p33-r2 

Being a member of the portage group allows to to write to directories
owned by portage, so you can do things like emerge --sync and
emerge --fetchonly.
