go to the http://www.gentoo.org/downloads/mirrors/ and find a mirror, the snapshots will have lastest portage.
Like https://gentoo.osuosl.org/snapshots/portage-latest.tar.bz2 It always update. And update a old system may cause a log of problems, be careful. -- bobwxc
