Added info; not sure this helps troubleshooting but I tried this and works:

Python 3.9.1 (default, Jan 30 2021, 04:59:43)
[GCC 9.3.0] on linux
Type "help", "copyright", "credits" or "license" for more information.
 >>> import distutils.sysconfig
 >>> print(distutils.sysconfig.get_python_lib())
/usr/lib/python3.9/site-packages
 >>>
