I always supposed that it is documented in the handbook that you should put the packages you need into the @world file. But I haven't looked into the handbook since years, and might have learnt this from somewhere else. If it is not there, this is IMHO a bug in the handbook, and it would be more than correct to open a corresponding bug against it.
