I don't think libinput maintainers would care. https://wayland.freedesktop.org/libinput/doc/latest/what-is-libinput.html plainly says: libinput is an input stack for processes that need to provide events from commonly used input devices. and serial mice isn't common any longer, and udev has never (from what I know) cared about serial mice.
