Use one of the stable versions.

Huh?  What architecture are you on? There are three versions of
openssl that are stable and not masked for amd64, x86, and most
others:

3.0.9-r1
3.0.9-r2
3.0.10

Indeed. OpenSSL 1.1.1 is dead. Support ended a few weeks ago.
