There are three versions of openssl that are stable and not masked for amd64, x86, and most others: 3.0.9-r1 3.0.9-r2 3.0.10 see https://packages.gentoo.org/packages/dev-libs/openssl > and according to the message this version is EOL. Indeed. OpenSSL 1.1.1 is dead. Support ended a few weeks ago.
