There aren't any here... even with the -v flag I get no ouput from
that:

emerge -vp --newuse world
  >>> --newuse implies --update... adding --update to options.
  These are the packages that I would merge, in order:

So apparently this is not a factor yet konq will not accept an smb
address.  And I cannot access the gentoo box from windows machines on
the network.

The /etc/samba/smb.conf hasn't changed and I can access the gentoo box
from windows boxes nearby.

Sooo... you can access it from nearby Windows boxes, or you can't? There appears to be a contradiction here. If you can't, restart samba to make sure it's actually on.
