That would happen with ~ as well. That is, it would stay at the -0 (rather than -1, -2, etc). The ~ just allows gentoo version bumps -0 to -0-r1 to -0-r2 etc. The trade-off is what happens when -0 is stable and -0-r1 becomes keyword masked. I prefer to go to -0-r1, but I can understand why you might want to stay at -0.
