Hi, As it happens I was just faced with the same question and found this: http://applications.linux.com/article.pl?sid=05/01/06/0612209 Mostly the comments are interesting. If you just need to fill out a form or similar you can use gimp, but if you need to do proper editing apparently scribus is the best tool according to this. Hope this helps.
