Rescue this file from the Gentoo portage tree CVS attic (It should be under the "eclass" directory) and place it in the tree or an overlay. *BUT ONLY LONG ENOUGH TO UNINSTALL UNSERMAKE*. Having eclasses from out of tree can cause untold problems.
