There are a couple of exceptional cases to consider: 1) Without --with-bdeps=y specified in the emerge options, build time dependencies are only pulled into the dependency graph for packages that are actually selected to be built. See the `man emerge` for documentation on that option. 2) The dependency graph will not include packages that are listed in the output of `emerge --pretend --depclean`.
