Hrmmm... Have you changed CHOSTS or upgraded GCC? That file is a part of of GCC so when it's missing, that's bad. I'd really recommend you post your emerge --info output, because the i386-pc-linux-gnu CHOST is no longer supported with the newer GLIBCs (also, it gives us the core information about your system). Also, post the output of gcc-config -l.
