OK, xorg elog (I think) mentioned that you should copy the 
/usr/share/hal/fdi/policy/10osvendor/10-x11-input.fdi into 
/etc/hal/fdi/policy/ and customize it to your needs.  Otherwise, knock up a 
basic /etc/xorg.conf to get your Xorg going.  I think that in all likelihood 
this is the cause of your problem.

There's been a couple of threads in the last 3-4 months in this list 
mentioning this problem.  I am still on the old portage and therefore didn't 
read them close enough to remember the suggested fix.  Have a look and if you 
can't find them then I will try to dig them out.  BTW, does:

revdep-rebuild -p -i --library libc.so.6

also end up in a loop?
