Many of the limitations on naming in geoserver only show up in specific protocols. As example you can name a layer almost anything but ... - vector layers must letter and be alphanumeric (so they can be valid XML types) - raster layers published as a coverage can start with a number
I assume the workspace documentation is describing limitations on XML prefix (as the workspace name is combined with the feature type name when publishing GML data).
