Unix does.
Not unless you either unlock the file or kill the process. There are
plenty of Third Party apps that will do this, such as IObitlocker and
Unlocker.
Perhaps this is another manifestation of my guess in

that got no replies, e.g. by people that know Windows and can track what
files are open when.
