I agree -- it's great how easy GIMP makes this task. I have a script for that, which I wrote mostly so I didn't have to position the three circles by hand: http://shallowsky.com/software/gimp/colorcircles.scm I use three layers, in Addition mode, but that requires that the background layer be black.
