So far the SWF9 specification has been posted without any license
attached. I've added it to the wiki.

Also available is an FLV specification. An AMF specfication was also
available before. As I recall, though, there may be a patent issue with
these FLV and/or AMF, and I'd definitely want to hear a legal opinion on
that.
