I asked on #gnash about the current status and what need to be fixed before a new release can be made, and was told by gg0 that there is one security issue and one blocking bug holding back the next release:
#40315 tummy_trouble.swf segfaults <URL: http://sv.gnu.org/bugs/?40315 > #39989 Assertion `(_shape1.subshapes().size() == _shape2.subshapes().size()) && (_shape2.subshapes().size() == 1)' failed. <URL: http://sv.gnu.org/bugs/?39989 > Both was introduced after the last release, if I understand the bug reports. As far as I can tell, neither of these bugs are detected by 'make check' at the moment, making me suspect that a good start would be to add a testsuite check for these problems. There is also 13 bugs with severity important that would be nice to have fixed before a new release is made: <URL: https://savannah.gnu.org/bugs/index.php?go_report=Apply&group=gnash&func=browse&set=custom&msort=0&report_id=101&advsrch=0&status_id=1&resolution_id=0&submitted_by=0&assigned_to=0&category_id=0&severity=7&summary=&details=&sumORdet=0&history_search=0&history_field=0&history_event=modified&history_date_dayfd=8&history_date_monthfd=1&history_date_yearfd=2014&chunksz=50&spamscore=5&boxoptionwanted=1#options >.
