I suspect you are misunderstanding what "Forward URL" means for GnuDIP.
The value specified for the "Forward URL" text entry item on the "Current Settings" page is used in conjunction with the "Set Auto URL" button on the "User Options" page. These two items together allow you to configure your browser to update your IP address when you start your browser. Enter a valid URL for "Forward URL" on the "Current Settings" page, then return to the "User Options" page and use the "Set Auto URL" button. On the "Auto URL Cookie Set" page that follows, use the "Click Here to Test Auto URL Cookie" button.
