Currently there is the Startup package which has its own single
version number and bundles make,base, gui,back. Is there something
preventing one from basing distributions on this? Underneath of
course apps are linking to Base and GUI libraries separately with
their own version numbers, but if all app packages are depending on
the appropriate Startup version this shouldn't really matter.
The separate versioning of base,gui, etc. is needed for development
and probably won't go away, but I don't see a reason to expose this
outside the developer environment unless users want to upgrade their
base and gui separately for some reason. But in that case they are
stepping outside the distribution-provided environment, which should
provide only the Startup package, not separate GUI and Base, so they
are on their own.
