If you want to convert a RAW file to another graphics image format you don't want to use bzip2. Instead you can try one of the other graphics packages on the Gnuwin packages site or even install ImageMagick or GraphicsMagick which have their own respective "convert.exe" utilities. But your basic problem is that you need to edit the PATH variable to include the Gnuwin installation directory, otherwise you will not be able to use a command prompt window to run Gnuwin `.exe' programs at all.
