That would be a good idea. But I would also broaden the discussion and question the very notion of substandard publishing by authors. There is substandard research and there is substandard writing, but as an author you cannot do substandard publishing (other than perhaps not making your paper OA available).
Of course you can have your manuscript checked before you publish but that need not be inherently tied to the publication venue. Just my 2 cents...
