It has constitutional protection to point to the flaws in the functioning of those hallowed representatives of the people (and the bureaucrats who know-tow to them). Often, these powers are not adequately used. But, in times when misuse of public office is becoming an increasingly important issue, and as some officials see the need for standing up to stem the rot brought in by corruption, there have been some interesting CAG findings both at the New Delhi and (to a lesser extent) in Goa in recent years. >> Who cares for the CAG? Our political system wants to make crores of money - so what if the public suffers with wrong and obsolete technology decisions? Take the Konkan Railway Skybus, for example. All said and done, from the politician's perspective, there is no charm at all in the SkyBus, because with the proposed Monorail: - Crores can be embezzled in importing standard guage coaches and equipment from abroad. This is not possible in SkyBus which has a large percentage of indigenous technology. - Crores can be embezzled in massive land acquisition at jacked up market rates. This is again not required in SkyBus as existing roads can be used with minimal requirements for compact skystations. - Crores can be embezzled in relocation of tenements. This is also not possible in SkyBus as it will be negligible. - Crores can be embezzled in massive Monorail construction costs. This will be greatly reduced in SkyBus as it is one-fourth the construction cost. - Crores can be embezzled in further expansion/extension of the project. This will not be possible in SkyBus as it is more easily scalable. - Crores can be embezzled in operating deficit on ongoing basis in the name of infrastructure. This is not possible in SkyBus because it is financially viable on its own.
