Dear Dr. Barad, Thank you for your sentiment. Without meaning to be ungracious or modest, I would like to say the following. Mine is no achievement. It is only a first small baby step. I am acutely aware that a few others have toiled for years in this direction, without lasting success. I am convinced that courts have limited efficacy in dealing with Panjim's civic health, especially now with the unchecked influx of migrant workers and out of state loiterers. We need good people at the helm, a regimen of city patrols, sound law enforcement, and more importantly, we need to institutionalize these processes so that they are not politician-dependent. Also critical to the long-term success is an involved citizenry. Otherwise this is going to be a perpetual merry-go-round. Given all that is going on around us, I am not too optimistic.
