Tony, yes it must be legally done. However groups like the LIONS, ROTARY, can fund it (in exchange for having their name on some nearby Board advertising Road safety) and this way perhaps it can be done quicker. I have been on that road in Feb this year and was amazed there wasn't complete carnage with the buses and trucks the biggest culprits.
